TTK University of Applied Sciences has adopted its Strategic Plan for 2026–2030, setting out the institution’s key development priorities for the coming years. The plan focuses on strengthening TTK’s position in professional higher education, developing a supportive learning and working environment, closer cooperation with the labour market and increasing the impact of applied research and development.

The Strategic Plan 2026–2030 describes the main areas of development in the university’s management, teaching and learning, and research and development activities. It is structured around six strategic areas, each of which is further divided into specific courses of action and measurable targets for 2030.

At the same time, TTK has chosen to retain its existing vision, mission and core values. The principles that have guided the university in the previous strategic period have proven relevant and will continue to provide a foundation for further development.

Vision and mission

TTK’s vision is to be an internationally renowned higher education institution committed to top-level learning and applied research.

Its mission is to lead professional higher education by helping design learning paths that suit individual learners while serving as a reliable partner for both the private and public sectors.

The university’s three core values are people-focused approach, responsibility and entrepreneurship. These values emphasise the importance of people and their well-being, responsible and ethical decision-making, cooperation and openness to new ideas and solutions.

Six strategic areas

1. Competitive and strategically positioned institution of higher education

TTK aims to strengthen its position and visibility both in Estonia and internationally by developing its reputation and brand, increasing cooperation with educational institutions and other partners, and creating more opportunities for international cooperation and mobility. At the same time, the university will invest in a modern, secure, accessible and environmentally friendly learning and working environment, including the development of its physical and digital infrastructure.

2. Value-based and collaborative organisation

TTK aims to be an open, inclusive and knowledge-based organisation where people feel valued and involved and where decisions are supported by data and cooperation. The university will develop a more efficient and digitally supported management and working environment, improve processes and strengthen a sense of community among students, employees, alumni and partners.

3. Professional and committed faculty and students

TTK considers the professional development and well-being of both employees and students essential to the university’s success. The focus will be on developing opportunities for professional growth, training and mentoring, supporting the development of academic staff and future teaching staff, and giving students greater opportunities to shape their own learning paths, participate in development activities and receive support according to their individual needs.

4. High-quality curriculum development, integrated with the labour market

TTK will develop its curricula in closer cooperation with employers and other partners to ensure that graduates have the skills needed in a changing labour market. The university will strengthen professional higher education in engineering, technology, production and construction, expand learning opportunities beyond Tallinn, increase the involvement of companies and experts in teaching, and continuously improve the quality and relevance of its curricula.

5. High-quality educational approach that supports the success and well-being of the student

TTK will develop a flexible, learner-centred educational approach that supports students’ academic success, personal development and well-being. This includes strengthening counselling and support services, developing digital and flexible learning opportunities, supporting students with different needs, and integrating research and development more closely into studies. The university will also expand micro-degrees and other flexible lifelong learning opportunities to respond to changing skills needs.

6. Strategically managed and renowned research and development activities

TTK aims to increase the quality, impact and visibility of its applied research and development activities and strengthen its role as a trusted R&D partner for companies and the public sector. The university will develop its R&D management and support systems, increase opportunities for students to participate in research and development projects, and provide companies with knowledge-based services such as applied and feasibility studies, experimental testing and product development, with particular attention to supporting innovation in small and medium-sized enterprises.
